Deputy Director

The Office of the Deputy Director for Environmental Operations & Administration includes the Bureau of Air, the Bureau of Land, and the Bureau of Water, as well as the Office of Human Resources, the Office of Emergency Response, the Division of Laboratories, the Division of Administration, and the Division of Information Technology.

Office of Human Resources

The Office of Human Resources (OHR) supports the Agency-wide employee recruitment, interview, and selection processes. The office also serves as liaison with the Department of Central Management Services in obtaining qualified candidates. Employment and career assistance counseling are available through OHR.

Office of Emergency Response

The Office of Emergency Response (OER) has two main functions: risk control guidance and emergency management. Risk control guidance applies toxicological and safety expertise to environmental problems. Emergency management deals with chemical spills or other unauthorized discharges requiring immediate attention. The OER works as an advisor on toxic substance issues and provides safety training to new employees and medical monitoring for employees. The Worker Right to Know Policy is required by the Occupational Safety and Health Administration (OSHA) to inform employees of hazards related to chemicals they may come into contact with in the work place. The OER also manages industry's annual toxic chemical release reporting requirements under the federal Emergency Planning and Community Right-to-Know Act of 1986. Industry's reports, known as Form R, provide information about toxic chemical releases in Illinois communities. Division of Information Services

The Division of Information Services is responsible for the development, implementation, and maintenance of all computer systems necessary to manage the various Agency Programs. This includes desktop application development, web applications, forms, data-driven results from user-based query and search tools, statistical reports and forecasting, GIS development and analysis of environmental factors and boundaries, and the development, maintenance and support of various database technologies.

Division of Administration

The Division of Administration is responsible for Agency fiscal matters including budget development, billing, accounting, payrolls, employee labor relations, reproduction services, and the operation and maintenance of buildings and grounds. The Agency's library is part of the Division of Administration. The library subscribes to 337 technical or scientific journals, has a collection of 19,000 books and reports, and has 31,000 reports on microfiche.

Division of Laboratories

The Division of Laboratories is responsible for performing over 1,200,000 analyses on environmental samples collected by the field staffs of the three bureaus. The division also carries out the testing of compliance samples collected and shipped to the laboratories by the public water supplies participating in the Community Water Supply Testing Program. Water supplies pay a fee for this service. The division operates an organic chemistry, inorganic chemistry, and microbiology laboratory in Springfield.
