June 7: Draft Maintenance Plan for PM2.5 for the Chicago Nonattainment Area.
The Illinois EPA Bureau of Air will hold a public hearing on July 14, 2010 for the purpose of gathering public comments on the draft Maintenance Plan related to the 1997 PM2.5 National Ambient Air Quality Standard (NAAQS) and the associated draft motor vehicle emissions budgets for the Chicago nonattainment area (NAA). The hearing will be at 1:00 p.m. in Room 9-040 at the James R. Thompson Center, 100 West Randolph Street in Chicago. The Illinois EPA intends to request that U.S. EPA redesignate the Chicago NAA, which includes Cook, DuPage, Kane, Lake, McHenry and Will counties, and portions of Grundy and Kendall counties, to attainment of the 1997 PM2.5 NAAQS based on ambient monitoring data from 2007 through 2009. The draft Maintenance Plan contains Illinois’ plan for maintaining the PM2.5 NAAQS for at least 10 years after the area is redesignated to attainment. The Maintenance Plan will also establish new motor vehicle emissions budgets for the years 2008 and 2025 for the nonattainment area. When final, the Illinois EPA will submit both the Maintenance Plan and the motor vehicle emissions budgets to the U.S. EPA as revisions to Illinois’ State Implementation Plan (SIP).
May 27: Illinois Ambient Air Monitoring Network Plan for 2011. Federal
Regulation 40 CFR Part 58 Subpart B 58.10 requires Illinois to
submit to USEPA an annual air monitoring network plan each calendar

January 21: Draft Revisions to Part 201 to Extend Permit Terms for Federally Enforceable State Operating Permits (FESOP) now available for review and comment
The Illinois Environmental Protection Agency (IEPA) will be proposing rule revisions to 35 Administrative Code Part 201to extend the FESOP permit renewal term from five years to ten years. The IEPA has determined that extending the term to ten years will provide significant time and cost savings to the IEPA and affected sources by reducing the frequency of permit application submittals and processing. The IEPA is accepting comments regarding the rule revisions prior to their filing with the Illinois Pollution Control Board. Please submit your comments to epa.fesopcomments@illinois.gov.

Permit streamlining
project for minor construction permits - In June 2007 the
Bureau of Air, Permit Section initiated a streamlining project
aimed at minor construction permit applications. A "Kaizen Event" was
held in June 2007 and a plan of action aimed at improving the
minor construction permit application process was developed.
Mercury and Clean Air Interstate Rule (CAIR) Rulemaking
Information on Illinois’ rule to reduce mercury emissions
from coal-fired power plants by 90 percent is now online.
Illinois Alternate Fuels
Rebate Program
The Alternate Fuels Rebate Program provides rebates for businesses,
local governments, organizations, and individuals in the State
of Illinois who acquire an alternate fuel vehicle, convert an existing
conventional vehicle to an alternate fuel vehicle, or purchase
domestic renewable fuel to operate an alternate fuel vehicle.
Illinois Clean School Bus Program
The Illinois EPA has a goal under
the Illinois Clean School Bus Program, to provide a healthier
environment for Illinois school children. The Illinois Clean
School Bus Program will provide funding to assist schools/school
districts to reduce emissions from diesel-powered school buses.

MACT Training Programs
Each quarter, Illinois EPA in conjunction with the Lake Michigan
