Wood Furniture Coating Regulations

Q What is wood furniture coating?
A Wood furniture coating involves applying any protective, decorative or functional coating to wood furniture or wood furniture parts. Wood furniture includes cabinets, tables, chairs, beds, sofas, shutters, art objects, paneling, flooring and any other parts made of wood, wood composition or fabricated wood materials. The coatings, which contain volatile organic materials (VOM) evaporate and can contribute to ground-level ozone (smog).
Q Why did the coating rule change?
A The Illinois EPA changed the coating rule to control VOM emissions in the Chicago ozone nonattainment area (Cook, DuPage, Kane, Lake, McHenry and Will counties, Aux Sable Township and Goose Lake Township in Grundy County and Oswego Township in Kendall County) and the East St. Louis ozone nonattainment area (Madison, Monroe and St. Clair counties), which experience excess levels of smog.
Q How has the rule changed?
A Sealer and topcoat limits have a new unit of measure and a new VOM emission limit. Businesses whose VOM emission limits have been in compliance will most likely continue to be in compliance under the new measurement system. Added flexibility allows an averaging approach or use of an add-on VOM control device rather than compliance with the VOM coating limitations.

The new rule also contains new work practice standards to reduce VOM emissions:

  • Spray booth coatings and cleaning compounds must be low-VOM,
  • All coating, cleaning and wash-off materials must be kept in closed containers,
  • All line cleaning solvents must be pumped or drained into closed containers,
  • All solvents used to clean spray guns must be collected in closed containers,
  • Closed tanks must be used in wash-off operations to control emissions.
Q Which businesses will be affected by the revisions?
A The rule affects businesses that coat wood furniture in the Chicago and the East St. Louis ozone nonattainment areas which have the potential to emit at least 25 tons of VOM per year.

A small businesses having a potential to emit less than 25 tons per year must certify this status to the Agency, obtain an air pollution permit limiting its potential to emit to less than 25 tons per year and keep records to demonstrate that emissions remain below that level.

For help in determining your potential to emit, call the Illinois EPA Office of Small Business or the Illinois Department of Commerce and Community Affairs Small Business Environmental Assistance Program at the numbers listed on the reverse side of this sheet.

Those businesses that must certify that they have a potential to emit less than 25 tons per year must send a letter to the Illinois EPA that includes calculations to demonstrate this. The certification should be sent to the attention of Dave Kolaz, Illinois EPA, Bureau of Air, 1021 N. Grand Ave. East, Box 19276, Springfield, IL 62794-9276.
