New Source ReviewEarth Day Coalition and the US Environmental Protection
Agency Reviewing and Commenting on New Source Review Permits on Major Air Pollution Sources
Before initial construction, or before beginning any major modifications, large sources of air pollution such as power plants are required by the Clean Air Act to obtain a New Source Review (NSR) Permit. These permits are also known as Preconstruction Permits or Permits to install. For facilities subject to NSR, these permits specify emission limits and what pollution control devices and techniques are to be installed and used -- they essentially ensure that a facility’s pollution will not violate Federal or State clean air laws as a precondition of construction. This workshop will be held on August 22nd & 23rd, 2002 at the Metcalfe Federal Building in Chicago, IL. This workshop will Introduce citizens to the New Source Review permit process. Presentations by public interest lawyers, as well as EPA staff and community organizers should give citizens the tools, skills, and reference materials needed to help them review NSR permits. The various options available for citizen participation in the NSR process will also be explained. Illinois EPA representatives will also be available to answer questions. Community activists, environmental activists, and concerned citizens who live near major stationary sources of air pollution are urged to attend. Experience in air pollution permitting issues is helpful but not required for participation.
