2007 NOx SIP Call New Source Set Aside Allocations

In order to receive allocations from the New Source Set Aside (NSSA), sources were required to submit requests to the Illinois EPA. Three (3) EGU sources requested allowances. 614 tons of NOx were set aside for EGU sources and 146 for non-EGU sources. The following table gives specific information for EGUs. The table shows the number of allowances distributed to new EGU sources. It should be noted that several new units were eligible to purchase allowances from the NSSA, rather than receiving them without cost. These units commenced commercial operation on or after January 2004, and are identified by an asterisk in the table below. Allowances were available to these units at a cost of $2,712.50 each, which was determined in accordance with 35 IAC 273.150, using information obtained from Cantor Environmental Brokerage ($2,725) and Evolution Markets ($2,700). As shown in the table, eligible sources declined to purchase allowances.

No NSSA allowances were requested by non-EGU sources. The 146 allowances for new non-EGU sources will be returned to the budget sources such that the total allocations match column 4 of 35 IAC 217, Appendix E. All returned allowances will be deposited into the same accounts used for the initial allocations. Sources without accounts will not have any allowances deposited.

All NSSAs were deposited into each source's overdraft account unless otherwise specified or unless the source does not have an overdraft account.
