Early Reduction Credits
EGUs and non-EGUs that achieve NOx reductions in the 2001, 2002, or 2003 ozone
season may receive credit for these early reductions. To receive ERCs, the account
representative for the unit must submit a written request to the Illinois EPA
demonstrating the early reductions. The request must be received by November
1 of the calendar in which the early reductions were achieved. Any allowances
issued through use of the CSP can only be used for compliance purposes in the
2004 or 2005 control season.
The entire CSP available for ERCs in Illinois is 17,688 tons (65 Fed. Reg.
11230, March 2, 2000). Illinois EPA has reserved 15,261 ERC allowances for EGUs
and 2,427 for non-EGUs. The regulatory provisions governing the distribution
of ERCs can be found at 35 Ill. Adm. Code 217.770 and 217.470.
2002 Ozone Season
In 2002, the Illinois EPA received requests for ERCs from the owners or operators
of 38 EGUs. No requests were received from the owners or operators of any non-EGUS.
The calculated ERC allowances delineated in the chart constitute the Illinois
EPA's determinations on the written requests for ERCs that it received for the
2002 ozone season.
