Illinois EPA's regulatory proposal to be docketed with the Illinois Pollution Control Board the week of April 6, 2007.

REVISIONS TO 4/26/06 DRAFT OF RICE/TURBINE PROPOSAL

The Agency is providing a revised draft proposal for the control of NOx emissions from stationary reciprocating internal combustion engines (RICE) and turbines prior to filing the proposal with the Illinois Pollution Control Board for regulatory proceedings. This proposal was developed to meet the federal requirements for Phase II of the NOx SIP Call and to meet the Clean Air Act requirements for the new 8-hour ozone and PM 2.5 National Ambient Air Quality Standards (NAAQS) that include RACT, reasonable further progress, and a reduction of intra-state transport of NOx. Please provide comments or questions on this draft no later than July 21, 2006. Following any further revisions, the proposal will be filed with the Illinois Pollution Control Board.

The proposed regulation will apply statewide to engines rated at 500 bhp or greater and turbines rated at 3.5 MW or greater. Affected engines will be required to meet NOx emission concentration limits of 150 ppmv for spark-ignited rich-burn engines; 210 ppmv for spark-ignited lean-burn engines; 365 ppmv for Worthington engines not listed in Appendix G, and 660 ppmv for diesel engines. Gas-fired turbines are required to meet 42 ppmv and liquid-fired 96 ppmv. As provided in the previous draft, exemptions exist for certain engines, such as emergency and standby, and averaging remains as an alternative method of compliance.

There are numerous changes in this revised draft including: A 100 ton per year source-wide emissions exemption; an increase to the low-usage exemptions for engines and turbines; extended compliance timeframes for units not impacted by the NOx SIP Call including units located outside the nonattainment areas; extensive revisions to testing and monitoring requirements; and removal of the technology-based extension for units.
