Agency Has New Great Lakes Coordinator

Toby Frevert, a 26 year employee of the Illinois EPA, has been appointed new Great Lakes Coordinator in the Bureau of Water. The appointment became effective Oct. 1, 1996

[Toby Frevert]After nearly 20 years in the Division of Water Pollution Control, Frevert in 1991 transferred to the Bureau of Air to manage the Air Quality Planning Section. In that post he was instrumental in developing many new state programs mandated under the Clean Air Act amendments of 1990, and was particularly successful in fostering cooperation among businesses, environmental advocacy groups and government to address air quality problems in northeastern Illinois and the Greater St. Louis metropolitan area.

Frevert joined the Illinois EPA in July 1970, the same month the Agency was created. He managed the water pollution planning section in the mid and late 1980s, overseeing development of the Agency's section 319 nonpoint source and Clean Lakes programs. He also headed team efforts before the Pollution Control Board to secure the first major water quality standards revisions to address toxic substances.

In his new post as Great Lakes Coordinator, Frevert's first major activity will be revision of water quality standards for Lake Michigan and its tributaries to comply with the March 1995 Great Lakes Guidance issued by U.S. EPA. Additional priorities will include continuation of the Waukegan Harbor restoration and protection activities, and efforts with U.S. EPA and neighboring states to advance nonpoint source reduction objectives through various avenues including the Lake Michigan Lakewide Management Plan.
