Environmental Progress - Summer 1998New Hazardous Waste Procedures Start July 1Illinois will be fifth state in national uniform permitting, registration effort Beginning July 1, truckers who haul hazardous special waste anywhere in Illinois will be under new registration and permitting requirements as part of a new state-to-state reciprocity program. Illinois will join Ohio, West Virginia, Nevada and Minnesota to become the fifth state in the nation participating in the Uniform Hazardous Materials Transportation Program. The new regulation means truckers who haul hazardous waste into, through or within Illinois will need to have a uniform permit issued either by Illinois or one of the other four pilot states. Each of the five states will recognize the permits issued by the others. Haulers will apply for the uniform permit in the state where the firm's principal place of business is located. If that state is not a participant in the program, truckers will be required to register in the participating state where their largest percentage of total miles are traveled. The program will be phased in as current hazardous special waste permits expire. The new program covers only transportation of hazardous special wastes. Haulers who carry only non-hazardous special waste will continue to be permitted under the existing special waste hauler permit program, as will transporters of nuclear waste, used tires and potentially infectious medical waste. Fees under the uniform program will be apportioned based on the extent of hazardous waste transportation in each state. For haulers whose base state is Illinois, the current annual $250 processing fee will continue, but the $20 per vehicle fee will be prorated according to actual mileage. Haulers whose current Illinois permits expire between now and July 1 must apply for renewals under the current program.
