Illinois Waste Management Fees

Non-Hazardous Solid Waste Fees

State Landfill Fees

Illinois EPA is authorized to collect a fee from landfill owners and operators on landfilled waste. Waste collected at an off-site landfill is included in this category. Quarterly fees are paid to the Illinois EPA and then deposited into the Solid Waste Management Fund. Fees are based on the amount of subject to fee waste annually disposed. The maximum amount that the state may levy each year is $0.95 per cubic yard or $2.00 per ton. Fees may be paid on a volume or weight basis. Fee amounts are:

  • Over 150,000:  $0.95 per cubic yard and/or $2.00 per ton
  • Over 100,000 but less than 150,000 cubic yards: $52,630/year
  • Over 50,000 but less than 100,000 cubic yards: $23,790/year
  • Over 10,000 but less than 50,000 cubic yards: $7,260/year
  • 10,000 cubic yards or less: $1,050/year

State fees are used by the Illinois EPA to provide local grant funding and to conduct household hazardous waste collection and disposal activities.


Local Landfill Fees

Local fees, patterned after the state configuration, may be imposed on a landfill by a local government. A similar structure must be used, with the following maximum fee amounts allowed under the law:

  • Over 150,000:  $0.60 per cubic yard and/or $1.27 per ton
  • Over 100,000 but less than 150,000 cubic yards: $33,350/year
  • Over 50,000 but less than 100,000 cubic yards: $15,500/year
  • Over 10,000 cubic yards but less than 50,000 cubic yards: $4,650/year
  • 10,000 or less: $650/year

The local government must first adopt an ordinance or resolution to collect the fee. A copy of this ordinance must be filed with the Illinois EPA prior to the local government collecting the fees. Fees and interest must be accounted for by the submittal of an annual report from the local government, and may only be used for solid waste purposes.


Subtitle D Fees

This fee is based on the same criteria that are used to determine fees under the state landfill requirements. The fee ranges are as follows:

  • Over 150,000:  $0.101 per cubic yard and/or $0.22 per ton
  • Over 100,000 but less than 150,000 cubic yards: $7,020/year
  • Over 50,000 but less than 100,000 cubic yards: $3,120/year
  • Over 10,000 but less than 50,000 cubic yards: $975/year
  • 10,000 cubic yards or less: $210/year

Waste Tire Storage Fees

A tire storage fee of $100/yr is charged to any person who operates a tire storage site or a tire disposal site which contains more than fifty (50) used or waste tires.

Hazardous Waste Fees

Underground Injection Well Fees

  • $  6,000/yr for 10,000,000 gallons or less of hazardous waste.
  • $15,000/yr for 10,000,000 to 50,000,000 gallons of hazardous waste.
  • $27,000/yr for more than 50,000,000 gallons of hazardous waste.

Treatment, Storage or Disposal Fees

These fees are charged to those facilities that either store, dispose or treat hazardous waste.

  • $.09/gallon or $18.18/cubic yard for waste disposal. The maximum annual fee is $30,000 for waste produced on site and disposed on site - there is no maximum fee for off-site waste accepted for disposal.
  • $.03/gallon or $6.06/cubic yard for treatment of hazardous waste.
  • $30,000 annual monofill fee.
    (A monofill is a facility or a unit at a facility that only accepts wastes bearing the same USEPA hazardous waste ID or compatible wastes as determined by the Ilinois EPA.)

Permit and Inspection Fees

These fees are charged to those facilities that are required to have a RCRA permit to store, treat or dispose of hazardous waste. Fees range from $500 to $70,000 annually depending on the type of activity for which the facility is permitted. Fee amounts are:

  • $70,000 annually ($17,500 quarterly) from Hazardous Waste Disposal Site receiving off-site hazardous waste;
  • $18,000 annually ($4,500 quarterly) from Hazardous Waste Disposal Site receiving on-site hazardous waste;
  • $14,000 annually ($3,500 quarterly) from Hazardous Waste Disposal Site that is an underground injection site;
  • $4,000 annually ($1,000 quarterly) from Hazardous Waste Management facility that is treating waste by incineration;
  • $2,000 annually ($500 quarterly) from Hazardous Waste Management facility treating waste by other than incineration;
  • $2,000 annually ($500 quarterly) from Hazardous Waste Management facility storing hazardous waste in a surface impoundment or pile;
  • $500 annual fee (Due March 1) from Hazardous Waste Management facility storing waste in containers.
  • $500 (Due March 1) from large quantity generators of hazardous waste.

All quarterly fees are due on the first day of each quarter.

Special Waste Transportation and Manifest Fees

Special waste includes industrial process waste, pollution control waste or hazardous waste. It also means any potentially infectious medical waste.

Special Waste Hauling Permits

Special waste hauling permits are required to transport hazardous and/or nonhazardous special waste that is generated and/or disposed of in Illinois. A permit is vehicle-specific and a copy of the approved permit must be carried in each permitted vehicle. Transporters carrying hazardous and/or nonhazardous special waste through the state that is not generated nor disposed of in Illinois are not required to have the Illinois special waste hauling permit, although the load must be accompanied by the proper manifest.

The special waste hauling permit is a registration of the vehicles used to transport special waste. An original application (NOT a photocopy or FAX) must be submitted with the appropriate fees: $250/year and $20/vehicle. In Illinois, when a tractor-trailer rig is used, only the trailer is permitted. The permit is good for one year from issuance. Two weeks are needed to process the permit application.

Potentially Infectious Medical Waste Hauling Permits and Fees

Illinois EPA charges an annual permit fee of $2,000 plus $250 for each vehicle used to transport potentially infectious medical waste. There is an additional fee of 3 cents per pound of waste transported that is due each quarter.

Potentially Infectious Medical Waste Manifests

A fee of $4.00 per manifest is charged for potentially infectious medical waste (PIMW) manifests. A PIMW manifest must accompany all PIMW waste for disposal.

Landfill Operators Certification Fee: (Title 68: Chapter V: Section 870.405)

Along with the submittal of a completed application, all applicants must pay the 
following fees prior to the issuance or renewal of a certificate. All of the fees listed below are valid for three years.

  • $100.00 for Application Fee
  • $400.00 for Class A Solid Waste Operators Fee
  • $200.00 for Class B Solid Waste Site Operators issuance or renewal 
  • $100.00 for Class C Special Waste Endorsement Fee
