Non-Hazardous Waste Program

Overview of the Program:  The non-hazardous waste program includes all facilities that store, treat, handle, or dispose of non-hazardous wastes.  The program also oversees facilities which have managed non-hazardous waste in the past and have since closed.  In these cases, the goal of the program is ensuring that the proper maintenance and care continue at the sites in order to prevent future harm to the environment.  Examples of facilities overseen by this program include landfills, transfer stations, compost facilities, incinerators, recyclers, and processors.  Those facilities which have accepted hazardous waste are covered by the Hazardous Waste Program.

Annual Capacity Report:  The annual capacity report provides a summary of the annual activities at the sites throughout the state which manage non-hazardous waste.  These include landfills, transfer stations, and compost facilities.  Information provided in the report for each landfill includes its location and hours of operation, tipping fee, quantities of wastes received for the last three years (in gate cubic yards and gate tons), the landfill's certified remaining capacity for the last two reporting dates (in gate cubic yards), solid waste management fees paid, the Agency regional field office or delegated local authority that inspects the facility, and the name, address and phone number of the landfill's owner and operator.  Similar pages have been provided for each transfer station and compost facility.

Permit Application Database:  The permit application database provides a history of permit applications for each site throughout the site. The applications include those that are pending in addition to those that have been acted upon by the Illinois EPA. If an application is pending, the name and phone number of the employee reviewing the application are provided. The database can be searched by searching for facility name, facility location, the 10-digit facility number, or a specific Log Number of an application for that facility.

Fees:  This page provides information on fees collected on all non-hazardous and hazardous waste disposal facilities as well as waste haulers.

Permit Requirements:  Prior to beginning the permit process for a new pollution control facility, the operator must comply with the local siting requirements. Once the operator can show compliance with these requirements, he or she must apply for a permit to develop a pollution control facility. Once the development permit has been obtained, the operator then must apply for a permit to operate the facility. Depending upon the type of facility, the operating and developmental permit can be obtained at the same time.

Landfill Operator Certification: A Solid Waste Certified Landfill Operator is required for each permitted landfill in the State of Illinois. A certified operator is required until the Bureau of Land, Permit Section has issued a certificate of closure on the landfill.
