Mercury Thermostat Collection and Recycling

Illinois EPA Requirements

The Illinois EPA must conduct outreach to promote the collection and proper management of out-of-service mercury thermostats.

By June 1, 2011, the IL EPA must maintain on its website:

A description of the collection program.
A report on the progress towards achieving the collection goals.
A list of all thermostat wholesalers, contractors, qualified local government authorities, and thermostat retailers who are collection sites.

By November 1, 2014, the Illinois EPA must establish collection goals for 2015 through 2020. Collection goals must be designed to maximize the annual collection of out-of-service mercury thermostats. When developing collection goals the Illinois EPA must, at a minimum, take into account:

The effectiveness of collection for out-of-service mercury thermostats in Illinois and other states, including education and outreach programs.
Collection requirements in other states.
Any reports or studies on the number of out-of-service mercury thermostats that are available for collection in Illinois, other states, and nationally.

By November 1, 2019, the Illinois EPA must submit a written report to the Governor and General Assembly with information on:

The effectiveness of the collection program.
The number of out-of-service thermostats collected.
The management of out-of-service mercury thermostats.
An estimate of the number of thermostats that are available for collection.

The Illinois EPA must use this information to recommend whether the program should be extended beyond December 31, 2020.
