Public Hearing Set on State Water Programs

Springfield, Ill. -- A public hearing will begin at 10 a.m. on Thursday, Feb. 5, 1998, in Springfield to encourage public review and comment on steps the Illinois EPA is taking to meet certain federal clean water mandates. The meeting will be held in the offices of the Illinois EPA's Bureau of Water at 1021 North Grand Ave. E.

The federal Clean Water Act and federal regulations for water quality planning and management require the state to:

  • Identify water segments which will not meet water quality standards using only technology-based controls;

  • Rank these water segments in order of priority based on severity of pollution and the intended uses of these waters; and

  • Target water segments where Total Maximum Daily Loads (TMDLs) would be developed before the next biennial reporting period.

As a preliminary step in meeting these requirements the Illinois EPA has drafted a report, "Clean Water Act Section 303 (d) List -- Illinois' Submittal for 1998," copies of which are available for public review and comment. After receiving and evaluating public input on the draft report, a final report will be submitted to U.S. EPA by April 1, 1998, for approval. The U.S. EPA's regional administrator will then either approve or disapprove the listings within 30 days after the date of submission.

The hearing record will remain open until Feb. 20, 1998, to receive written comments. Written comments do not need to be notarized but must be postmarked before midnight on Feb. 20, 1998, and sent to
