Construction Begins at Glidden Paint Waste Site

Springfield, Ill. -- On September 18, 2000, construction work will begin on a cap to cover a waste pile produced by the Glidden Paint Company. From the early 1940's, until the facility closed in 1965, Glidden manufactured lithopone, a pigment component of paint, at the site. The site is located about 1/4 mile south of Glidden Park on Mulberry Road in Collinsville.

This work is being conducted to comply with a Consent Order entered into between Millennium Holdings, a corporate successor to Glidden, the Illinois Attorney General's Office, the Illinois Environmental Protection Agency and the City of Collinsville. The Order will be filed with the Madison County Circuit Court, after formal approval by the City of Collinsville. The Illinois EPA will oversee the cap construction activities.

The primary contaminants of concern in the waste pile are barium, cadmium, zinc and lead. All of the contaminants present are at levels below the RCRA Hazardous Waste limits, but remain at levels exceeding Illinois EPA cleanup standards and, therefore, a corrective action remedy was necessary. The Illinois EPA and Millennium Holdings have performed extensive soil and groundwater sampling of the waste pile and the surrounding area and have determined that a clay cap is the most protective and cost effective remedy for this site.

Construction work on the 2-foot thick clay cap is scheduled to take two months. The final grass cover should be in place within six months of the completion of the project. An eight-foot tall chain link fence will be erected around the 4-acre perimeter of the waste pile to prevent any vehicles from getting on the property and causing damage to the clay cap. The City of Collinsville has agreed to perform long term maintenance of the cap.
