Tosco Wood River Refinery Violation Notice

Springfield, Ill. -- A notice of violation of the Environmental
Protection Act has been sent to Tosco Wood River Refinery, after an Illinois
EPA inspection revealed that the facility had disposed of hazardous waste
as nonhazardous waste. The alleged violation was revealed during a September
8, 2000, review of information provided by Tosco on August 25, 2000.
The alleged violation occurred on August 16, 2000, when two roll-off
boxes, containing about 59,720 pounds of lead-contaminated sandblast sand,
were sent to Roxana Landfill as a nonhazardous special waste. The Roxana
Landfill Authority is not permitted to accept hazardous waste.
Tosco generated the hazardous sandblast sand during the preparation
of a roof surface for maintenance and repair. The lead contaminated waste
consists of sand blast grit and paint chips. A laboratory had analyzed
a sample of this waste; however, the waste had already been sent to the
landfill when Tosco received the results of sampling on August 23, 2000.
The laboratory results showed that the waste had a lead content of 8.01
mg/l. The regulatory limit for Toxic Characteristic Leaching Procedure
lead is 5.0 mg/l, which classified the waste as hazardous. According to
Illinois regulations, lead waste must be treated to below 0.75 mg/l before
it can be land disposed. It appears that Tosco did not meet the Land Disposal
Restriction standards for lead before roll-off boxes were disposed of
at Roxana landfill.
Violation Notices are also being sent to Roxana Landfill Authority and
the transporter. According to the 1999 Hazardous Waste Report, Tosco generates
about 111 tons of lead contaminated material from sandblasting operations
per year. This waste is usually sent to Heritage Environmental Services
as a hazardous waste.
