News Releases - 2001Governor Ryan Praises USEPA Approval Of Illinois Program
Springfield, Ill. -- Governor George H. Ryan today commended the U.S. Environmental Protection Agency for approving Illinois' innovative trading program to reduce air pollution while giving flexibility to industry. USEPA Region 5 announced today that it had approved the Illinois EPA's Emissions Reduction Market System for reducing volatile organic compounds (VOCs) in the Chicago metropolitan area. The reductions achieved can now be officially credited towards the state's effort to achieve attainment of the federal standard for ground-level ozone (smog). "In its first year of operation in 2000 this program surpassed its goal of emission reductions while at the same time helping companies control their costs," Governor Ryan said. "While the program required an overall minimum reduction of 12 percent, the 179 sources in the program actually reduced their emissions by 44 percent, " Illinois EPA Director Renee Cipriano said. Cipriano emphasized the dramatic reductions were achieved while at the same time keeping intact other air pollution limits and requirements, such as reasonably available control technology requirements. "This program is a success for both the environment and the economy and we are pleased USEPA has officially recognized it," Governor Ryan added.
