News Releases - 2002Governor Ryan Announces Additional Loan For New Bloomington-Normal Wastewater Treatment Plant
Springfield, Ill. -- Governor George H. Ryan announced today that another $19.6 million in state low-interest loan funds have been provided to the Bloomington-Normal Water Reclamation District for continued construction of a new wastewater treatment plant. "This new treatment facility is vital to accommodating the continued strong growth in the Twin Cities metropolitan area," said Governor Ryan. "We are pleased to work with the community in helping finance this new facility and associated interceptor sewers," said Illinois EPA Director Renee Cipriano. The additional $19,626,860 in loans from the Illinois EPA's Wastewater Revolving Fund will bring the total to $31,626,860 for the project that was started in the spring of 2001. It is anticipated additional loan funds will be provided in 2003 to complete the $48 million project. The Wastewater Revolving Fund is financed through an 80 percent federal grant. Governor Ryan's Illinois FIRST program assured the full state matching share of 20 percent would be provided to capture the maximum federal funding available to Illinois for the program. In addition, the repayments from the communities receiving the loans are also used to provide new loans. Since the program started in 1989, more than $1 billion has been made available for wastewater treatment and centralized sewer projects around the state. The 20-year loans are made available at half the market interest rate. |
