News Releases - 2002Illinois EPA Director Encourages Discussion On Facility Planning Area Process
Springfield, Ill. -- Illinois Environmental Protection Agency Director Cipriano met today with representatives of several organizations concerned about urban growth to discuss potential changes in the Facility Planning Area process for determining the location of new sewer and wastewater treatment facilities in unincorporated areas. "A recent concept paper by Illinois EPA staff on this issue was intended to stimulate further discussion of this issue and does not in any way represent a final policy decision," said Director Cipriano. "I see this as an opportunity to strengthen and make this a more open process," she added. "It is clear this matter will not be decided this year." The concept paper shared with environmental and development associations expressed concerns, based on Illinois EPA's staff experience, with putting the agency in the role of helping decide annexation disputes between municipalities. An advisory group formed to discuss the future of the Facility Planning Area process met today at Illinois EPA headquarters in Springfield. "We hope to emerge from these discussions with a proposal that would provide a more finely-tuned instrument to address water quality protection and growth issues. I have asked my staff to look closely at refining and enhancing the process we have and to consider a better mediation process," said Director Cipriano. |
