Springfield, Ill. -- A low interest loan for $3,938,240 has been approved for the Madison County community of Granite City to upgrade its regional wastewater treatment plant, Illinois EPA Director Renee Cipriano announced today.

The loan will allow the community to make a number of improvements to the plant. The improvements will increase the treatment efficiency, reduce objectionable odors, and enable the facility to adequately treat projected waste loads for the foreseeable future.

"It is a pleasure to be able to provide financial assistance for upgrades that prolong the effective lives of these plants, as well as protecting both the state's water resources and the health and safety of the people living in this area," Director Cipriano said.

The loan is being made from the Illinois Environmental Protection Agency's revolving loan program that utilizes federal and state funding to provide loans for eligible wastewater treatment projects at half the market interest rate. Interest paid on the 20-year loans is returned to the fund to support other low interest loans.

Construction is scheduled to be complete by November 2004.

Director Cipriano noted that 80 percent of the funding for the loan program comes from the federal government and she has urged Illinois' congressional delegation to ensure there is adequate federal funding to continue to assist communities in upgrading this vital infrastructure for the benefit of their citizens and the environment.
