Springfield, Ill. -- A low interest loan in the amount of $553,527 has been approved for the city of Decatur, Illinois EPA Director Renee Cipriano announced today.

The Macon County community sought the loan to fund rehabilitation of parts of its sewer system and manholes.

"It is a particular pleasure to announce this loan," Director Cipriano said. "In 1989, Decatur was the recipient of one of the first loans made under what was then the brand-new revolving loan program. Since that time, more than $173 billion in loans have been made to communities throughout Illinois to upgrade their waste treatment and drinking water treatment facilities, to meet state and federal standards while protecting human health and the environment."

The repairs, expected to start late this summer and take about four months, will include work on the Scoville Park interceptor and two segments of the Stevens Creek interceptor. Interceptors are large sewers that receive flow from smaller sewers, and carry it to the waste treatment plant.

The loan is being made from the Illinois Environmental Protection Agency's revolving loan program that utilizes federal and state funding to provide loans for eligible wastewater treatment projects. Interest on the 20-year loans, charged at half the market interest rate, is returned to the fund to support other low interest loans.

Director Cipriano noted that 80 percent of the funding for the loan program comes from the federal government and she has urged Illinois' congressional delegation to ensure there is adequate federal funding to continue to assist communities in upgrading this vital infrastructure for the benefit of their citizens and the environment.
