$2 Million Loan Approved for Equipment Upgrade of Elgin’s South Wastewater Treatment Plant

Springfield, Ill. -- A $2,037,611 loan has been approved to the Fox River Water Reclamation District to upgrade sludge processing at the district’s South Plant at Elgin.

Sludge is the product remaining after liquids have been removed from wastewater. At Elgin’s South Plant, the current boiler/heat exchangers have outlived their useful life. The upgraded equipment will produce a sludge containing fewer impurities, which will increase the available options for its disposal.

Sludge may be landfilled, be land applied for use as a fertilizer for agricultural and horticultural purposes, or to reclaim disturbed land such as construction sites or strip mines.

“At wastewater treatment plants as elsewhere, equipment eventually becomes ineffective and expensive to maintain, and upgrades to newer, more efficient systems are necessary. I am pleased that our revolving loan program can make funding available to Elgin to improve its handling of waste and sludge at this plant,” said Director Cipriano.

Funding comes from a revolving loan fund based on a mix of federal money matched with a state contribution. Applicants can secure 20-year low interest loans. Repayments go directly back into the loan fund for re-distribution to other loan applicants.

Director Cipriano noted that 80 percent of the funding for the loan program comes from the federal government and she has urged Illinois’ congressional delegation to ensure there is adequate federal funding to continue to assist communities in upgrading this vital infrastructure for the benefit of their citizens and the environment.
