Caterpillar Inc. is the world’s largest manufacturer of a wide variety of
construction and mining equipment; diesel and natural gas engines; and industrial
gas turbines. Located in East Peoria, Illinois, Caterpillar’s Track-Type
Tractors facility covers approximately 560 acres and is the largest tractor manufacturing
operation in the world.
The goal of the intern was to aid the facility Environmental Team
in updating the Spill Prevention Control and Countermeasures plan (SPCC) to meet
new federal regulations. This project entailed an extensive inventory of
aboveground storage tanks containing oil or oil-like material. The inventory was
used to update secondary containment for all tanks and loading/unloading locations. Tank
inspections and SPCC training were also carried out to meet the new regulations.
Results:
A database was created that accounted for the facility’s oil
and oil-like material usage. This database served multiple purposes: to aid
the intern in determining the necessary secondary containment needed to sufficiently
contain spills, and to give the Environmental Team a future reference for the SPCC
regulations. The location of each tank was put into facility drainage maps
for easy identification of the tanks with respect to storm water and/or industrial
wastewater drains.
Training was developed for three different audiences. General
awareness training was designed to target anyone in the facility that handles oil
and/or oil-like materials. Facility engineers were provided separate training,
which is more specific to future design of aboveground storage tanks. Finally,
training was also developed for facility Security personnel to aid in monthly tank
inspections.
This project not only helped the East Peoria facility to comply with
SPCC regulations, but it also identified a number of best management practices
that can be implemented in the future.
