P2 - Internship Program - 2011 Projects

University of Illinois at Chicago

Chicago, Illinois

Intern: Juan Carlos Rodriguez
University of Illinois at Chicago

The University of Illinois at Chicago is a public research university with 27,580 students and 15 colleges, including the nation's largest medical school. The east and west campus sits on 242.5 acres in the heart of Chicago, and has over a little over 10,000,000 square feet of real estate.

The intern was assigned to help develop and implement the Spill Prevention, Control and Countermeasure (SPCC) plan for the university.

Results:

The intern initiated the project using data obtained from a consultant hired to develop an SPCC plan for the university 5 years ago. The intern compiled data on oil using equipment and investigated whether a tank or reservoir was in place to hold oil over 55 gallons. The plan also required portable containers over 55 gallons to be accounted for and inspected. Drums were located and cataloged into a campus wide chemical inventory.

The intern developed and wrote the standard operating procedures (SOP) for the various campus departments that would fall under the SPCC plan. Among the SOP's written were drainage logs, fuel transfer, used oil transfer, hydraulic elevator reservoir inspections and generator inspection procedures. The intern worked with a consultant to develop a list of recommendations for secondary containment systems for oil reservoirs, tanks and drums. Department heads were informed about the changes that their departments would have to make. Spill kits were researched and assembled for those rooms that contained oil products. In cases where a drain was located nearby or there was a public safety hazard, berms were put in place instead of the spill kits to contain a potential oil spill. Finally, the intern developed training presentations on the SOPs, SPCC rules, regulations and amendments.
