State Operating PermitsStep 1: When do I need a state operating permit?A state operating permit is required for all projects that require a state construction permit. The operating permit application shall be filed with the Division of Public Water Supplies – Permit Section by the community water supply when construction is complete. The operating permit shall be obtained before the project is placed into operation. Emergency PermitsStep 1: When would I need an emergency permit?Whenever emergency conditions require immediate action, the Illinois Environmental Protection Agency may issue construction and operating permits by telephone to the owner, operator, or person in responsible charge of a community water supply, with whatever special conditions may be deemed necessary for the proper safeguarding of public health of the water customers. Emergency conditions include hazards or threats to public health caused by one of the following:

Aquatic Pesticide PermitsStep1: When do I need an aquatic pesticide permit?A permit shall be obtained by a community water supply from the Illinois Environmental Protection Agency, Division of Public Water Supplies – Permit Section before any aquatic pesticide is applied to waters of the State where the application of the pesticide will have an effect on public or food processing water supplies or when application of the pesticide will be made within 20 miles upstream of public or food processing water supply intake(s).
