Who has authorization to sign the eDMR? |

This is up to the permittee. By filling out the 'User
Registration/Terms and Conditions Agreement' form, you are stating
that you have authorization from the permittee to perform the roles
(query, entry, and/or signing) you have selected on the form. |

If a user with entry rights enters eDMR data, how does
the person with the signing role sign the eDMR? |

After the eDMR data has been entered into the eDMR system,
the person with signing roles will be able to get into the eDMR system
from a different location, review the entered data, change any data,
if needed, and sign the eDMR. |

How do I verify that the eDMR data I enter and sign
is received by IEPA? |

After you have signed an eDMR, you will get a success
message. Also, any email address you list on the 'User Registration/Terms
and Conditions Agreement' form, to receive an eDMR receipt, will receive
an email when a DMR is signed, stating what outfall was signed, who
signed it, and when it was signed. In addition, signed eDMRs will
be viewable in query mode. |

On the 'User Registration/Terms and Conditions Agreement'
form, must the 'User Information Mailing Address' be the same as on
my driver's license, or can I use our company mailing address? |

It does not need to be the address on your driver's
license. Use the address at which you would like to receive correspondence
from us regarding the eDMR system. |

Can more than one person be registered for a specific
NPDES permit? That is, could one person be registered to enter data,
a second person be registered to edit data, and yet a third person
be registered to sign the eDMR? Or, could more than person be registered
to perform the same role? Is there any limit to the number of people
that could be registered to perform any or all of these roles? |

Multiple people can be registered to query, enter and/or
sign eDMRs for the same facility. Yes, multiple people can have the
same role(s). There is no limit. Each individual person would need
to register for their own digital ID and fill out their own 'User
Registration/Terms and Conditions Agreement' form indicating which
roles they will need.
Also, a person can register to have multiple roles for multiple facilities.
This person would need to fill out one 'User Registration/Terms and
Conditions Agreement' form for each facility he or she would need
access to. |

If a person who is identified to perform a certain role
is subsequently transferred, promoted, retires, quits, etc. and will
no longer perform the role, how is that person's name removed from
the registration process? |

See #9 on the 'User Registration/Terms and Conditions
Agreement' form. - "The user agrees to notify the IEPA in writing
if he/she ceases to be authorized by the permit holder of the above
listed NPDES permit to perform any of the indicated roles above as
soon as this changes in relationship occurs". In addition, a
representative of the facility can notify the eDMR coordinator of
the change in the user's status by contacting the eDMR Coordinator.
As soon as written notification is received, the person's roles will
be changed as necessary. |

Can I correct an eDMR that I have already signed? |

Yes. You can get back into that eDMR the same way you
did when you entered the data the first time, make the needed changes,
and then sign the DMR again.
Note: DMR forms that were submitted to the Illinois EPA in hardcopy
form cannot be changed using the eDMR system. In other words only
previously signed eDMRs can be corrected using the eDMR system. |

How can I view signed eDMR data? |

You can see any eDMRs that have been signed in the eDMR
system by using the query mode. |

After entering eDMR data I received a "soft"
edit check stating "my reported quantity average flow value exceeds
design average flow". What does this mean? |
A

The system will have the system's design average and
design maximum flows from the latest permit. This is just a quality
check to make sure reported data was entered correctly (ie: the decimal
is in the correct place). This is not a violation. If you would like,
you can put a comment in the DMR comments field. |
