eDMR System

System Update: The eDMR system has been recently updated.

If it has been more than one year since you have logged into the system you will need to reset your password. If you are an Illinois resident, you can recover your password online at the State of Illinois Digital Signature Project Website. Look for the “forgot password” link on the left hand side of the page.

If you are an out-of-state user or experience difficulty resetting your password please contact Central Management Services.

The electronic Discharge Monitoring Report (eDMR) system uses e-commerce technology to allow the electronic reporting of NPDES Discharge Monitoring Reports to the Illinois EPA. The eDMR system has been developed so that NPDES permittees with a computer and an Internet connection can complete, sign, submit, edit, and re-submit eDMR forms on-line. The eDMR forms may be completed by entering the data directly into the forms or by importing a standard file generated by a permit holder's existing computer system.

The eDMR system ensures that high quality data is reported by performing eighty different quality assurance checks on the data before it is signed and submitted. The system also ensures that the DMR data remains unaltered during transmission over the Internet, storage and retrieval. Electronic DMR forms are signed using digital certificates provided through the State of Illinois certificate authority managed by Central Management Services (CMS).

While participation in the eDMR project is completely voluntary, the Illinois EPA is strongly encouraging all NPDES permittees to consider using this convenient reporting method. NPDES permit holders who choose to use the eDMR system will not have to type monitoring data onto hardcopy DMR forms. In addition, there will be reduced paperwork, improved speed and accuracy in reporting, and convenient form completion.
