eDMR System

Attention eDMR Users:

Beginning in January of 2014, IEPA made the decision to convert current eDMR users to a new federal DMR reporting system: NetDMR. Due to ongoing issues with java patches over the course of the past year IEPA expects NetDMR will be able to provide users with uninterrupted service and less technical problems than the eDMR system. NetDMR is a Web-based tool that allows NPDES permittees to electronically sign and submit their discharge monitoring reports (DMRs). NetDMR is a substantial improvement over eDMR. It is reliable, efficient, user friendly and has a direct link to ICIS.

Additionally, the USEPA is currently in the process of mandating an electronic reporting requirement for all National Pollutant Discharge Elimination System (NPDES) permits and has proposed the NPDES Electronic Reporting Rule (E-Reporting Rule). This E-Reporting Rule will require all NPDES permit holders to electronically submit, via the internet, Discharge Monitoring Reports (DMRs), Program Reports, and Notices of Intent (NOIs) to discharge in compliance with a general permit. The proposed E-Reporting Rule is designed to save time/money, make reporting easier/more convenient, and streamline permit renewals. The goal of the E-Reporting Rule is to obtain a more complete, accurate, and nationally-consistent set of data about the NPDES Program.

The E-Reporting Rule is expected to become final by mid-2014. Once final, there will be a one-year period for all NPDES permit holders to transition to electronic reporting.
