The Illinois EPA will hold a public hearing on January 20, 2000 in Springfield for the purpose of gathering comments on proposed rules that would allow averaging emission test results for determining whether an emission unit that is subject to stack testing requirements is in compliance.

Public Notice - State Implementation Plan (SIP) Submittals for the Northeastern Illinois Ozone Nonattainment Area
The Illinois EPA will hold a public hearing on January 18, 2000 in Chicago for the purpose of gathering public comment on supplements to the 9 percent rate-of-progress plan, the establishment of motor vehicle emissions budgets, and a commitment Illinois must make with respect to attainment planning for the Northeastern Illinois ozone nonattainment area, each of which Illinois EPA proposes to submit to United States Environmental Protection Agency as SIP revisions.

Public Notice - Archer Daniels Midland, Decatur
The Illinois EPA will hold a public hearing on February 8, 2000 in Decatur for the purpose of receiving comments and data and to answer questions from the public prior to making a final decision concerning the application for a revised permit for the new Xanthan Gum plant at the Decatur complex of Archer Daniels Midland.

ISO 14001 Environmental Management Systems
The Multi-State Working Group on Environmental Management Systems (MSWG) consists of federal and state environmental agencies, the Environmental Law Institute and the University of North Carolina. MSWG is evaluating the effectiveness of ISO 14001/environmental management systems and its potential effect on policy. Illinois EPA is a charter member of MSWG and currently serves as its vice-chair.

News Release - Educational Packets On Way To Fifth, Sixth Grade Teachers
Educational materials packets are on their way to 700 teachers in Illinois fifth and sixth grade classrooms, in anticipation of the Illinois EPA’s environmental awareness program "Air, Land & Water" for the 1999-2000 school year. The supplementary classroom materials are integrated into the class curriculum by participating teachers.

Public Hearing - Primex Technologies, Marion
The Illinois EPA will hold an informational Availability Session (Open House) and a public hearing on January 27 in Carterville to gather public comment on the application by Primex Technologies, Inc. to receive two permits under the Resource Conservation and Recovery Act and Hazardous and Solid Waste Amendments (RCRA/HSWA).

Leaking Underground Storage Tanks - Technical Forms
Owners and operators who report UST releases to the Illinois Emergency Management Agency (IEMA) must meet the requirements of 35 IAC Part 732: Petroleum Underground Storage Tanks. Once notified of the release by the IEMA, the Illinois EPA's LUST Section sends a packet of forms to assist an owner and operator in complying with the reporting requirements. The following is a list and an explanation of the forms included in the packet (as well as a chronology of the required reports, plans and certifications).

Financial Help for Brownfields Investigations and Cleanups
Brownfields are abandoned or underused industrial and commercial properties that have actual or perceived contamination and an active potential for redevelopment. Besides offering technical assistance and innovative cleanup methods, the Illinois EPA offers financial help for brownfields site investigations and cleanups. News Release - Illinois EPA Report: Landfill Capacity Continues to Increase
The Illinois EPA's latest "Non-hazardous Waste Management and Landfill Capacity in Illinois" report shows an all-time high remaining landfill capacity in Illinois. Statewide landfill capacity increased to 749.3 million cubic yards as of Jan. 1, 1999.

News Release - Illinois EPA Issues Violation Notice Over "Foam" Incident
The Illinois EPA has issued a violation notice to United Airlines and the City of Chicago Department of Aviation over release of a fire-fighting foam in a hanger at O'Hare International Airport that subsequently entered Willow Creek and the Des Plaines River.

News Release - Illinois EPA Seeks Expedited Cleanup at Tire Facility in Aurora
The Illinois EPA has asked Attorney General Jim Ryan's office to seek an injunction ordering an Aurora chipped tire facility to promptly take steps to remove lingering environmental hazards from an October 14 fire.

Leaking Underground Storage Tank Database Search
The Leaking Underground Storage Tank (LUST) database identifies the status of all Illinois LUST incidents reported to the Illinois Emergency Management Agency (IEMA) and to the Illinois Environmental Protection Agency. The database may be searched by the IEMA incident number, the Illinois EPA identification number, the site name, address, city, ZIP code, or any combination of these.

News Release - Illinois EPA Reports Air Quality Improvements
Illinois EPA Director Thomas V. Skinner announced that air quality in Illinois was healthy on 97.8 percent of the days in 1998, according to the Agency’s latest summary of air quality statistics, the 1998 Annual Air Quality Report, posted last week on the Illinois EPA's web site.

Emissions Reduction Market System (ERMS) Forms
The seasonal reporting forms for ERMS have been updated. ERMS is a "cap and trade" market system in which participating sources must hold "trading units" for their actual VOM emissions.

Office of Pollution Prevention Graduate Intern Program
The form to apply for the Illinois EPA's Office of Pollution Prevention Graduate Intern Program is now available online. This program places college students with industrial facilities to help them evaluate and implement pollution prevention projects.

Enforcement Grants
An updated list is now available showing the local governments that have received funding for the state fiscal year of July 1, 1999 - June 30, 2000.The Illinois EPA provides grant funding to local governments for oversight, inspection, and enforcement programs.

Illinois Annual Air Quality Report
This 28th Annual Air Quality Report highlights information obtained in 1998 from the Bureau of Air’s statewide air monitoring network, which incorporates more than 300 monitors that track the measurements of a variety of pollutants and air toxic compounds, and has a 90 percent efficiency in collecting data.

Public Hearing - December 1999 Submittals for the Metro-East Ozone Nonattainment Area
The Illinois EPA will hold a public hearing on November 15 in Belleville to gather public comment on the 1-hour Ozone Attainment Demonstration and State Implementation Plan for the Metro-East ozone nonattainment area.

Partners for Waste Paint Solutions updated
This partnership offers consumers the opportunity to deliver unwanted paint to local participating paint retailers where it will be reformulated or remixed for reuse. Unusable paint is picked up by an Agency contractor for disposal at Agency expense. The list of participating partners has been updated.

News Release - Emergency Removal of Several Thousand Tires in Abandoned South Side Chicago Building is Underway
The Illinois Environmental Protection Agency, using its emergency authority and the Used Tire Management Fund, has started removing an estimated 20,000 to 30,000 used tires left in an apparently abandoned building at 8119 S. Racine, Chicago.

News Release - Illinois Proposed List of Priority Rivers Approved by U.S. EPA
The state of Illinois has received approval of its revised listing of priority streams in Illinois from the United States Environmental Protection Agency. Section 303 (d) of the federal Clean Water Act requires all states to submit such a list every two years, identifying waters "which will not attain applicable water quality standards with technology-based controls alone," that is, streams with water quality limitations.

News Release - Fish Kill Results in Violation Notice to Carol Stream Waste Treatment Plant
A Violation Notice letter, the first step in formal enforcement proceedings, has been sent to the village of Carol Stream by the Illinois Environmental Protection Agency as the result of a Sept. 6 release of 1.1 million gallons of partially treated sewage into Kline Creek. More than 750 fish were killed, as well as much of the macroinvertebrate (snails, worms, etc.) population of the stream, which is also known locally as Klein Creek.

News Release - Public Concerns Over Proposed Peaking Turbine Near Libertyville Should Be Focused at Local Level
In response to a request that the permit issued in February to a proposed Indeck peaking turbine in Libertyville be revoked and a public hearing be held, the Illinois EPA has reaffirmed that the facility has met the preliminary requirements for an air construction permit.

The Illinois EPA will hold a public hearing on October 25 in Crystal Lake. The Reliant Energy McHenry County, L.P., has applied to the Illinois EPA to construct an electrical generation facility located on South Route 47, south of Woodstock. The purpose of this hearing is to provide an opportunity for the public to comment on the proposed permit.

The application form for LEAP has been updated. Applications are due by September 30.

News Release - Illinois EPA Denies Permits for Community Landfill in Morris
The Illinois Environmental Protection Agency has denied two permit applications for Community Landfill in Morris. It is the position of the Illinois EPA the facility may not accept waste at this time. The landfill is operated by Community Landfill Company and is owned by the city of Morris.

News Release - Public Hearing Set on Naperville Gun Club's NPDES Permit Application
The Illinois EPA will hold a public hearing on Oct. 21 in Naperville on the application by the Naperville Park District and the Sportsman's Park gun club for a National Pollutant Discharge Elimination System (NPDES) permit. The federal permit, issued under a delegation agreement between the Illinois EPA and U.S. EPA, would authorize discharges from trap shooting at the club into an unnamed channel connecting to an unnamed ditch that is tributary to the West Branch of the DuPage River.

News Release - State's Largest Dairy Operation Cited For Odor, Wastewater Violations
The Illinois EPA has notified Inwood Dairy in Peoria County it has violated state environmental regulations involving odors and water contamination, and could face fines and enforcement actions. The dairy has approximately 1,250 head of cattle on the site near Elmwood, making it the largest dairy operation in the state.

Public Hearing - Naperville Park District-Sportsman's Park Facility
The Illinois EPA will hold a public hearing on October 21 in Naperville. The Naperville Park District has applied for an NPDES permit authorizing its Sportsman's Park facility to discharge from the trap shooting facility's stations and shot area into an unnamed connecting channel tributary to an unnamed ditch tributary to the West Branch of the DuPage River. The purpose of this hearing is to provide an opportunity for the public to comment on the proposed permit.

The Agency is requesting proposals to upgrade the design, performance, and scope of its Integrated Comprehensive Environmental Management (ICEMAN) system. Bids are due on August 30, 1999 at 2:00 p.m. CST.

Household Hazardous Waste Collections - Fall 1999 Schedule
The Illinois EPA's Solid Waste Reduction Unit coordinates one-day household hazardous waste collections in the spring and fall. Citizens are asked to bring harsh chemical cleaners, paints, thinners, antifreeze, weed killers, insecticides and pesticides, and similar household hazardous products.

News Release - Illinois EPA Plans Annual Hearing on Planned Water Programs
Updates on three Illinois EPA water programs will be discussed during the Bureau of Water's annual public hearing on Aug. 17. Specifically, public input is being sought on the revolving loan programs for wastewater and drinking water operations, the state's water quality management plan for the coming year, and requirements of a new federally-required capacity statement for public water supplies.

News Release - Brookfield Zoo's Indian Lake Will be Focus Of Environmental Education Effort
The results of a complex effort to improve the health of Indian Lake at Chicago's Brookfield Zoo will be the focus of a zoo exhibit scheduled for kickoff next weekend. On Aug. 14 and 15, a Lake Festival will be held at Brookfield Zoo, showcasing Indian Lake and Dragonfly Marsh and featuring storytellers, tours of the lake and marsh and hands-on environmental presentations.

Public Hearing - Interstate Pollution Control Superfund Site
The Illinois EPA will hold a public hearing on August 10 in Rockford. The Illinois EPA proposes an engineered barrier, institutional controls, and a Soil Vapor Extraction (SVE) system at the Interstate Pollution Control Superfund site in the Southeast Rockford area of Winnebago County. The Illinois EPA is soliciting written and oral public comments on the proposed remedial alternative.

Public Notice and Hearing - Des Plaines Green Land Development, L.L.C., Manhattan
The Illinois EPA will hold a public hearing on August 31 in Manhattan, Illinois. The Des Plaines Green Land Development, L.L.C. has applied to construct a 664 MW power station outside of Manhattan. The hearing will be held by the Illinois EPA to receive comments and data and to answer questions from the public prior to making a final decision concerning the permits.

Hazardous Waste Generation and Management Report
Each year, Illinois hazardous-waste generators tell the Illinois EPA the amounts and kinds of hazardous waste they produced during the previous year. Generators indicate by code the types of wastes produced and the steps they took to manage these wastes. Illinois treatment, storage and disposal facilities (TSDFs) likewise report the types and quantities of wastes received from in-state and out-of-state generators; they also report the procedures they used to manage these wastes. This publication tabulates waste generation and management data reported by Illinois generators and TSDFs.

Public Hearing - Ilada Energy Company Superfund Site
The Illinois EPA will hold a public hearing on August 26 in East Cape Girardeau. The Illinois EPA proposes no further remedial action beyond the extensive Removal Action already accomplished at the Ilada Energy Company Superfund Site, including the removal from the site of all tanks and their contents (including nearly 1.5 million gallons of contaminated water, oil, and sludge), piping, structures, and grossly contaminated soils (more than 1100 cubic yards). The purpose of this hearing is to provide an opportunity for the public to comment on the Illinois EPA's proposal.

The purpose of this hearing is to provide an opportunity for the public to comment on the Illinois EPA's proposed final remedy to treat contaminated soil and groundwater on-site and remove remaining miscellaneous items that remain at the Jennison-Wright Superfund site located in Granite City, Illinois.

News Release - Water Quality Compliance Reports Show Improvements
Quarterly violations of federally-set limits for the farm pesticide atrazine in Illinois water supplies fell from 53 in 1997 to only one during calendar year 1998, newly released figures from the Illinois EPA show. During the same period, violations of nitrate limits dropped from 19 to eight. Only two public water supplies were found to have levels of volatile organic chemicals that exceeded federally-determined maximum contaminant levels. One of those supplies is no longer in service and the other has returned to compliance. The figures are part of an annual report required under the 1996 amendments to the federal Safe Drinking Water Act.

Infrastructure Financial Assistance - Preliminary Loan Priority Lists for Fiscal Year 2000
The preliminary lists for fiscal year 2000 have been posted. The Illinois EPA offers low interest loans to units of local government to construct wastewater and drinking water projects. Interested communities must apply annually for either a wastewater or drinking water loan in order to appear on the appropriate priority list. Projects are funded from the published priority list in accordance with the Agency’s administrative rules subject to the availability of funds.

News Release - Illinois EPA Seals Pana Facility
Illinois EPA Director Thomas Skinner has issued a "seal order" barring anyone from entering the South Central Terminal facility in Pana without permission from IEPA. Because of "continuing releases occurring at the site due to the deterioration of structures, vandalism, or other causes, it is necessary to secure this site from public access so that it no longer presents an imminent hazard, pending the final mitigation or remediation of the site," the order states.

Unified Watershed Assessment
The unified watershed assessments provide the foundation for a cooperative approach to restoring and protecting water quality, and support the setting of watershed restoration priorities. The objective of the unified watershed assessments is to combine assessments and build on current, cooperative efforts to identify common priorities -- not to create a new activity that competes with existing processes.

Eleventh Annual Toxic Chemical Report
The Emergency Planning and Community Right-to-Know Act of 1986 establishes programs to provide the public with important information on the hazardous chemicals in their communities, as well as providing emergency planning and notification requirements which help protect the public in the event of a release of hazardous chemicals. It requires annual reports to be filed by certain companies which release any of over 600 listed toxic chemicals and compounds to the environment. This reporting covers routine releases that occur as a result of normal business operations within a calendar year, and non-routine or accidental releases. The eleventh annual report covers data from 1997.

News Release - Clean Lakes Program Applications Due
The Illinois EPA is currently accepting applications for funding assistance offered through the Conservation 2000 - Illinois Clean Lakes Program (ICLP). Approximately $750,000 will be available for distribution this year. Through the ICLP, Illinois EPA provides technical and financial assistance primarily to governmental entities that manage publicly-owned lakes with extensive public access and utilization. Controlling sources of pollution affecting water quality, restoring lakes that have deteriorated in recreational and ecological quality, and protecting high quality lake resources are the primary objectives of the program.

News Release - Five Lakes Awarded State Clean Lakes Program Grants
Five new Illinois lake study and improvement projects will share $721,000 through the Illinois Environmental Protection Agency's (EPA) Clean Lakes Program. The program, now in its fourth year, is funded by Conservation 2000, a $100 million state initiative protecting Illinois' natural resources and expanding outdoor recreation.

Request for Proposals - Northeastern Illinois Outreach and Education Program

News Release - Investigation Continues in Residential Area Near Former Refinery
Results of recent soil samples from residential property north of the former Indian Refining Company site have prompted U.S. EPA and Illinois EPA to take the next step toward a larger off-site investigation. Limited environmental sampling of residential soils by U.S. EPA and Illinois EPA over the past two years have revealed chemical compounds called polycyclic aromatic hydrocarbons (PAHs) and a low pH (acidic). A larger, more in-depth, investigation needs to be done to show the extent of contamination in the residential areas near the former refinery.

News Release - Four Cities Awarded Brownfields Redevelopment Grants
Alton, Effingham, Farmington, and Macomb have been awarded Illinois Brownfields Redevelopment Grants to evaluate potential contamination and clean up plans for local sites. The grants were announced by Illinois Environmental Protection Agency Director Thomas Skinner during the All Cities Brownfields Conference in Grafton on June 2.

News Release - Illinois Awarded Federal Grant to Assist Redevelopment of Contaminated Sites in Six Cities
The Illinois Environmental Protection Agency and six communities have been awarded one of the first federal grants under a new pilot Brownfields Cleanup Revolving Loan Fund. The $3.5 million grant from the U.S. Environmental Protection Agency will provide $500,000 each in low-interest loans towards clean up costs at former industrial or commercial sites in Canton, East Moline, Freeport, Galva, Lacon, and Waukegan. The remaining $500,000 will be used by Illinois EPA to assist other communities around the state.

Ohio and Rock River Cleanups
Updated information is now online about these annual events to clean up the Ohio and Rock Rivers. The Ohio River Sweep is scheduled for Saturday, June 19, 1999, while the Rock River cleanup is scheduled for Saturday, September 11, 1999.

News Release - Elk Grove Village Emissions Test Station To Reopen
The Illinois Environmental Protection Agency (EPA) is announcing that the vehicle emissions test station located at 2450 Landmeier Rd., Elk Grove Village, Ill., will reopen for testing on Thurs., May 27. The Elk Grove Village station has been closed since January and was completely reconstructed for the new, enhanced vehicle emissions testing program.

Illinois Brownfields Initiative
Every city, no matter what its size or economic stature, has at least one. An abandoned commercial property that fails to attract redevelopers due to fears of environmental contamination. Properties like this, called brownfields, are a community problem. The Illinois EPA promotes the cleanup and redevelopment of brownfield sites by municipal governments and private land owners. Its efforts to resolve the problem of brownfields are known collectively as the Illinois Brownfields Initiative.

Landfill Capacity Report - 1997
Illinois municipal solid waste landfills are required to report to the Illinois EPA the quantities of solid waste they receive each year, and to calculate and report the amount of remaining capacity existing on the first day of the following year. This is the Illinois EPA's 11th annual report describing the management of nonhazardous municipal solid waste by the state's solid waste landfills and transfer stations.

Illinois Environmental Laboratory Accreditation Program
The Illinois Environmental Laboratory Accreditation Program (IL ELAP) offers accreditation for the analysis of various inorganic and organic analytes in the testing of drinking water, wastewater and hazardous waste. Accreditation is based on the field of testing, approved test method and analyte. Participation in the IL ELAP is voluntary except for any laboratory submitting community water supply water compliance data to the Illinois EPA, Bureau of Water, Compliance Assurance Section.

Used Tires - Program Activities
Illinois is recognized nationally as a leader in the management of used and waste tires. Prior to passage of the Used Tire Management Act in 1992, little reuse or recycling of waste tires occurred in Illinois. Through the efforts of the Illinois EPA and the Illinois Department of Commerce and Community Affairs (DCCA), there currently are markets in Illinois for the 12.5 million waste tires generated annually by the state. In order for the market to exist, an established network of transporters, processors, and end users must be in place so that all waste tires generated are beneficially used and/or recycled. The actions of the Illinois EPA and DCCA, both funded through the Used Tire Management Fund, have been instrumental in the formation of this network.

News Release - St. John's Hospital in Springfield Recognized for Environmental Efforts
Illinois EPA today recognized St. John's Hospital for volunteering to be the first Downstate hospital to participate in a waste reduction assessment program and for having the first hospital print shop in the state to join the Great Printers Project. In March, a team from Illinois EPA and the Illinois Waste Management and Research Center conducted a two-hour assessment at the hospital, as part of a program to provide technical assistance to hospitals around the state.

Poster, Poetry, & Prose Exhibit - 1999
Each year, thousands of Illinois students take part in the Illinois EPA's environmental education program, "Air, Land and Water," studying environmental concepts. Many round out the classroom program by creating posters, poems or prose works to illustrate what they have learned. The theme for the poster, poetry and prose exhibit changes each year. Each participating school is eligible to select two works in each of these categories to send to Springfield for competitive judging.

Household Hazardous Waste Collections - Updated Schedule
The Illinois EPA's Solid Waste Reduction Unit coordinates one-day household hazardous waste collections in the spring and fall. The first of these collections began in November 1989. Through the end of 1998, the Agency has orchestrated 208 successful collections, filling 38,029 drums with hazardous wastes from more than 185,000 households. Collections are scheduled on Saturdays, from 8 a.m. to 3 p.m., for greatest convenience to working families. Citizens are asked to bring harsh chemical cleaners, paints, thinners, antifreeze, weed killers, insecticides and pesticides, and similar household hazardous products.

Waste Tire Collections - Updated Schedule
The Illinois EPA scheduled 28 countywide tire collections from February to November 1998. In 1998, some 4,641 participants brought approximately 285,000 waste tires to these collections. There is no charge, but participants must sign an agreement stating they will not accumulate waste tires, and that they have no waste tires remaining on their property. Residents of the counties listed in the accompanying table may participate by bringing waste tires to the designated collection points during the dates indicated

The Illinois Environmental Protection Agency (Agency) is requesting bids from interested Bidders to implement various lab-packing and disposal services in connection with its household hazardous waste collection programs (HHWC programs) and Partners for Waste Paint Solutions Program (Waste Paint Program). The Agency contemplates HHWC projects and Waste Paint Program projects in approximately 15-20 cities in Illinois each State Fiscal year at a total contract amount in excess of $1,000,000. Mercury Reduction Project for Hospitals
At the request of any Illinois hospital, the Illinois EPA's Office of Pollution Prevention (OPP) and the Illinois Waste Management and Research Center (WMRC) will send trained specialists to the facility to conduct a waste management "walk-through." The specialists will assess current waste management practices and will identify additional opportunities for segregating, reducing and recycling materials found in the hospital waste streams. During the site visits, OPP and WMRC are placing special emphasis on promoting alternatives to mercury-containing devices and chemicals used in hospitals.

Environmental Conditions Report -- 1997 Report
Each year the Illinois EPA prepares and distributes an annual environmental conditions report to help focus attention on environmental results. The Agency's commitment to preparing the Annual Environmental Conditions Report is discussed in the Environmental Performance Agreement between the Illinois EPA and Region V of the U.S. EPA. Illinois continues to build a new partnership with U.S. EPA that more clearly focuses on specific environmental progress goals and communicates the results to the public in a clearer and more concise fashion. This Third Annual Environmental Conditions Report has been significantly revised to reflect the performance measurement system jointly adopted by the Environmental Council of States and the U.S. EPA.

Tiered Approach to Corrective Action Objectives (TACO)
TACO is the Illinois EPA's method for developing remediation objectives for contaminated soil and groundwater. These remediation objectives protect human health and take into account site conditions and land use. Remediation objectives generated by TACO are risk-based and site-specific.

Small Business Assistance
More than 500,000 small businesses in Illinois provide jobs to Illinoisans and supply goods and services to citizens in the State, across the country and around the globe. Numerous industries including automotive repairs, dry cleaning, manufacturing, printers and others are bombarded with complicated environmental regulations. The Illinois EPA's Office of Small Business provides the resources and assistance to lessen the burden of small business regulations.

News Release - New Livestock Regulations Will Require Waste Release Notification
Regulations that require releases of livestock waste from lagoons to be reported to the state were recently adopted by the Illinois EPA, in response to an amendment of the Livestock Management Facilities Act in June 1998. An owner or operator of a livestock waste lagoon is now required to report any release to the environment within 24 hours after discovery of the release by calling a 24-hour line maintained by the Illinois Emergency Management Agency. Information to be reported includes the location, amount, and apparent environmental impacts of the release. A written report to the Illinois EPA confirming the information provided by telephone is required within five days after discovery of the release.

News Release - Enhanced Vehicle Emissions Tests Scheduled To Begin Feb. 1
The Illinois EPA is announcing that the enhanced vehicle emissions test program with new motorist convenience features is scheduled to start on Mon., February 1. The new tests target the pollutants that contribute to ground-level ozone (smog). Ozone is a respiratory irritant that can cause health problems, especially for children, the elderly, and people with heart and lung diseases.

News Releases - Emissions Test Station Closings, Opening
Four emissions test stations (located in Downers Grove, Elk Grove Village, Markham, and South Elgin) are closing temporarily for renovations to accommodate new equipment needed for the enhanced vehicle emissions test. In addition, the station in Wauconda is closing permanently and a new station is opening in Volo.

Regulatory Innovation Pilot Program for Illinois -- Project List Updated

Invitation for Bids - Parson's Casket Hardware Site Remediation
This project is for the removal of approximately 24,000 tons of contaminated material from the soil operable units at the Parson’s Casket Hardware Superfind site in Belvidere, Illinois. Approximately 23,500 tons of material are considered non-hazardous and 650 tons are considered hazardous and will require stabilization. The property will have to be restored to its original condition once removal is complete. This project is estimated to take three months from mobilization until closure. A mandatory bidder conference will be held on February 3, 1999.

Emissions Reduction Market System (ERMS) -- Seasonal Emissions Reporting Forms
The ERMS is a "cap and trade" market system in which participating sources must hold "trading units" for their actual VOM emissions. Each year, starting with the 1999 ozone season, participating sources will be issued trading units based on the initial allotment set during issuance of the sources' Clean Air Act Permit Program (CAAPP) permit. Even though actual allotments and trading have not occurred, the ERMS rule indicates that seasonal emission reports are due for the May 1, 1998, through September 30, 1998, season. Submitting a seasonal emission report will allow both the Agency and you an opportunity to test the procedures and methods before full-blown implementation of the ERMS rule.

News Release - Air Emissions of Cancer-Causing Toxic Chemicals from Manufacturing Plants Reduced
Air emissions of cancer-causing chemicals from Illinois manufacturing plants have been reduced by 57 percent from 1988 to 1997, according to the latest reported information for 1997 required by the federal Toxics Release Inventory (TRI). These emissions declined by 18 percent from 1996 to 1997 alone. Many Illinois communities and facilities had particularly noteworthy success in reducing emissions of carcinogens. The attached list includes detailed information about these achievements for the communities with the 10 highest reductions from 1988-1997 and from 1996 to 1997.

Preliminary data that landfills reported for calendar year 1997 has been compiled in an executive summary and the table Illinois Landfills Reporting Capacity on Jan. 1, 1998. Full details on landfills, transfer stations and compost facilities will be available in the near future.

Site Remediation Program -- Forms Revised
The Site Remediation Program forms have been revised. In addition, you can now fill out the forms within Adobe Acrobat, although you must still print the completed forms in order to sign them.

Regulatory Innovation Pilot Program for Illinois -- Project List Updated
This program creates an opportunity for the Agency to enter into agreements to implement "innovative environmental measures." The first letter of intent was recently submitted for this new program. Additional updates will be posted in the future.

Conservation 2000 Activity Report for January 1999
The new monthly activity report for the Conservation 2000 program is now available. These monthly reports update the status of the Illinois Clean Lakes Program, technical assistance, monitoring/research, and education assistance.

Illinois Groundwater Protection Program Biennial Comprehensive Status and Self-Assessment Report, 1996-1997
This report provides a comprehensive status report on the implementation of the Illinois Groundwater Protection Act (IGPA), as well as a self-assessment of program initiatives in relation to the goals and objectives of the program recommended in the 1996 IGPA Biennial Report. Additionally, it provides environmental and programmatic indicators to help measure and demonstrate program performance.

Maximum Setback Zones
Under section 14.3 of the Illinois Groundwater Protection Act (IGPA) counties and municipalities utilizing any community water supply well are authorized to establish a maximum setback zone, up to 1,000 feet, around their well(s).
