News Releases - Illinois Water Quality Report Now Available On-line and In Print: “Good” Quality Streams Increase
The Illinois Water Quality Report 2002, a comprehensive report on the overall condition of the state's surface and groundwater resources, is now available online. The 2002 report shows that 64.5 percent of the state's streams assessed were rated as “good,” compared with 62.5 percent in the previous report in 2000. Those ranked as “fair” declined from 36.1 percent to 34.1 percent, and those classified as “poor” remained stable at 1.4 percent of the total assessed miles. The biennial report, required under the federal Clean Water Act, is also available in paper bound report format.

Air Repair - July 2002 issue
A new issue of Air Repair, a newsletter for auto repair facilities which service vehicles that have failed the emissions test, is now available.
Waste Water Restricted Status and Critical Review Lists
Restricted status means the facilities have loadings at or above the design capacity of the system and the Agency may not issue permits for additional loadings. Critical review means that facilities have loadings exceeding 80 percent of the design capacity of the system and the Agency will very carefully review applications for additional loading.
Drinking Water Restricted Status and Critical Review Lists
Restricted Status means that a water supply has a maximum contaminant level or treatment technique violation, an inadequate source of raw water supply, inadequate treatment plant capacity, finished water storage or distribution system pressure. The Critical Review List indicates those water supplies which are approaching a point where the supply could be placed on Restricted Status.
Toxic Chemical Report - Fourteenth annual report now online
The Emergency Planning and Community Right-to-Know Act of 1986 requires annual reports to be filed by certain companies which release any of over 600 listed toxic chemicals and compounds to the environment. This report covers data from 2000.

Watershed Management - Section 303(d) List
The Illinois EPA has prepared a draft list of impaired waters for the year 2002 to fulfill the requirements set forth in Section 303(d) of the federal Clean Water Act and the Water Quality Planning and Management regulation at 40 CFR Part 130. The 2002 section 303(d) report also provides information about the Total Maximum Daily Load program/process in Illinois.

The Illinois EPA Bureau of Water will hold a public hearing September 11, 2002 to provide an opportunity for the public to comment on the proposed Draft Section 303(d) List for 2002. The Illinois EPA is required under Section 303 of the federal Clean Water Act to assess waters of the state and evaluate compliance with applicable water quality standards and designated uses. Waters that are assessed as not achieving those standards are identified on the Section 303(d) List.

Final Report Chicago O'Hare Airport Air Toxic Monitoring Program

Brownfields - Redevelopment Grants: Project Descriptions updated
Through the Brownfields Redevelopment Grant Program, cities of all sizes can initiate and support brownfield cleanup and redevelopment projects that the private sector would not undertake on its own. Brownfields Redevelopment Grants may be used to perform environmental site assessments to determine whether a brownfields property is contaminated, and if so, to what extent.
Public Water Supply Restricted Status and Critical Review Lists
A construction permit to expand the distribution system cannot be granted when a water supply has a maximum contaminant level or treatment technique violation, an inadequate source of raw water supply, inadequate treatment plant capacity, finished water storage or distribution system pressure. The Restricted Status List is published quarterly to notify those persons considering expansion of a water supply distribution system of that status before large sums of money have been spent on items such as land acquisition, financing and engineering fees. The companion Critical Review List is also published quarterly and lists water supplies which are approaching a point where the supply could be placed on Restricted Status.
Waste Water Restricted Status and Critical Review Lists
Restricted status means the facilities have loadings at or above the design capacity of the system and the Agency may not issue permits for additional loadings. Critical review means that facilities have loadings exceeding 80 percent of the design capacity of the system and the Agency will very carefully review applications for additional loading.

Leaking Underground Storage Tanks - Annual Report
The Leaking Underground Storage Tanks (LUST) Annual Report for 2001 is now online. The Year 2001 presented Illinois EPA with one of its greatest achievements in the LUST Program: more LUST incidents were closed than reported. With reimbursement for corrective action activities continuing to increase, we expect the trend to continue, allowing the Illinois EPA to reduce the 10,000-plus backlog of LUST sites. Indeed, during the year 2001, $56.8 million were reimbursed to tank owners.

Report to the Illinois General Assembly in Response to House Resolution 405 - Availability of Nitrogen Oxide Emission Allowances In Illinois
House Resolution 405 expressed concern over the availability of nitrogen oxide (“NOx”) emission allowances to new electric generation units under the federally required NOx SIP Call regulations adopted by the Illinois Pollution Control Board. The Resolution directed the Illinois EPA to prepare an annual report to the General Assembly for seven years, beginning on October 31, 2001, regarding the availability of NOx allowances within the State and within the larger trading region established by U.S. EPA as part of the NOx SIP Call. This is the first of these annual reports.
Proposed Guidelines for Best Available Retrofit Technology (BART) Determinations Under the Regional Haze Regulations - Illinois EPA Response

On February 22, 2002, the Illinois Pollution Control Board announced modified water quality standards that provide for the Illinois EPA to review individual projects by providing an antidegradation assessment when there is an increase in pollutant loading to a water body.

RCRA Corrective Action Conference
On March 21, the Illinois EPA, the Chemical Industry Council of Illinois, the Consulting Engineering Council of Illinois and the Illinois Environmental Regulatory Group are jointly sponsoring and presenting a one-time only conference on IEPA's RCRA program. This conference will focus mainly on RCRA remediation projects (RCRA closures, RCRA corrective action at permitted facilities, and RCRA Remedial Action Permits) but will also address some aspects of the RCRA permitting program.

Public Water Supply Restricted Status and Critical Review Lists
A construction permit to expand the distribution system cannot be granted when a water supply has a maximum contaminant level or treatment technique violation, an inadequate source of raw water supply, inadequate treatment plant capacity, finished water storage or distribution system pressure. The Restricted Status List is published quarterly to notify those persons considering expansion of a water supply distribution system of that status before large sums of money have been spent on items such as land acquisition, financing and engineering fees. The companion Critical Review List is also published quarterly and lists water supplies which are approaching a point where the supply could be placed on Restricted Status.
Waste Water Restricted Status and Critical Review Lists
Restricted status means the facilities have loadings at or above the design capacity of the system and the Agency may not issue permits for additional loadings. Critical review means that facilities have loadings exceeding 80 percent of the design capacity of the system and the Agency will very carefully review applications for additional loading.
Air Fact Sheets - Five new fact sheets available
Several new fact sheets are now available These include "Concrete Batch Plants: Lifetime General Operating Permits", "Facts About Boilers", "How to Obtain a State Air Permit for an Incinerator", "How to Obtain a State Air Permit for Petroleum Dry Cleaning", and "Aggregate Processing Plants: Lifetime General Operating Permits".
Waste Tire Collections - Schedule updated
The schedule of waste tire collections has been updated.
Drinking Water Operator Certification - Exam schedule updated
The schedule of drinking water operator certification exams has been updated. Exams are scheduled for the first Monday of the month unless otherwise indicated.
List of Accredited Laboratories
The combined lists of accredited laboratories have been updated.

The Condition of Illinois Water Resources - 2001 summary
This report is prepared yearly by the Illinois EPA to describe in general terms the overall water quality conditions throughout Illinois. This includes facts about Illinois rivers and streams, inland lakes, Lake Michigan, and groundwater. The 2001 summary is now online.
Groundwater Protection Program Biennial Report for 2002 (Acrobat PDF)
This report responds to the need to manage groundwater quality by emphasizing a prevention oriented process. The IGPA is a comprehensive law which relies upon a state and local partnership. Although the IGPA is directed toward protection of groundwater as a natural and public resource, special provisions target drinking water wells.

News Release - Household Hazardous Waste Collections Announced for Spring 2002
The Illinois Environmental Protection Agency will sponsor 17 household hazardous waste collection events between April 6 and June 29. Each of the one-day events will be held on a Saturday from 8 a.m. to 3 p.m.

The schedule of household hazardous waste collections has been updated. The schedule now contains the spring 2002 events.

News Release - Illinois Landfill Capacity Remains Sufficient
The remaining capacity for landfills in Illinois is sufficient for the next 15 years, according to the most recent data from the Illinois Environmental Protection Agency. The annual report, "Nonhazardous Solid Waste Management and Landfill Capacity in Illinois," also provides statistics on landscape waste compost facilities, waste transfer stations, waste generation and recycling, incineration and solid waste planning efforts.

The Illinois EPA received a 90-day extension of the decision deadline for Kibler Development Corporation's application for a permit to construct a landfill. The receipt of the waiver moves forward the date of the decision deadline by 90 days to April 13, 2002.
News Release - New Rules Sought By IEPA To Protect Water Resources Approved
New environmental regulations to further protect outstanding water resources in Illinois cleared a final hurdle today when the Illinois Legislature's Joint Committee on Administrative Rules approved proposed rules sent to the committee in December by the Illinois Pollution Control Board.

The Illinois EPA is taking this action because the company submitted air modeling to the Illinois EPA in response to comments made during the original hearing comment period. The Illinois EPA will also hold a meeting on February 11, 2002 to explain the modeling.

Arsenic in Illinois Groundwater
Recently, considerable national attention has been focused on possible adverse health effects from drinking water containing high levels of naturally occurring arsenic for an extended period of time. Three state agencies have compiled a “white paper” identifying areas where naturally occurring arsenic have been identified in Illinois, and suggesting steps Illinois citizens can take to protect themselves and their families.

The work planned for the Bath Landfill site will include regrading, constructing a cap and planting vegetation to stabilize the cover and prevent further erosion.
