Water Quality Report Now Available On-line and In Print: “Good” Quality
Streams Increase
- The Illinois Water Quality Report 2002, a comprehensive report
on the overall condition of the state's surface and groundwater
resources, is now available online. The 2002 report shows
that 64.5 percent of the state's streams assessed were rated
as “good,” compared with 62.5 percent in the
previous report in 2000. Those ranked as “fair” declined
from 36.1 percent to 34.1 percent, and those classified as “poor” remained
stable at 1.4 percent of the total assessed miles. The biennial
report, required under the federal Clean Water Act, is also
available in paper bound report format.

- Restricted status means the facilities have loadings at or
above the design capacity of the system and the Agency may
not issue permits for additional loadings. Critical review
means that facilities have loadings exceeding 80 percent
of the design capacity of the system and the Agency will
very carefully review applications for additional loading.

- Restricted Status means that a water supply has a maximum
contaminant level or treatment technique violation, an inadequate

- The Illinois EPA Bureau of Water will hold a public hearing
September 11, 2002 to provide an opportunity for the public
to comment on the proposed Draft Section 303(d) List for
2002. The Illinois EPA is required under Section 303 of the
federal Clean Water Act to assess waters of the state and
evaluate compliance with applicable water quality standards
and designated uses. Waters that are assessed as not achieving
those standards are identified on the Section 303(d) List.

forward the date of the decision deadline by 60 days to September

EPA Director Meets with Barrie Park Project Representatives
- Citing concerns about delays in the Barrie Park cleanup project
in Oak Park, Illinois EPA Director Renee Cipriano met with

in an attempt to get the project moving again. The meeting,

Environmental Response, Compensation and Liability Act, known
as CERCLA or Superfund, for control of the four major areas

- Illinois EPA Director Renee Cipriano is hosting a series
of informational workshops throughout the state this summer
for local governmental officials. The workshops, titled Assisting

such as mayors, city managers, council members, township
supervisors, village presidents, county board chairs, and
representatives from local sanitary districts and public
water districts and anyone with a decision-making role in

Airport Air Toxic Monitoring Program
- As part of its fiscal year 2001 air monitoring program, the
Illinois EPA measured the airborne levels of various air

Redevelopment Grants: Project Descriptions updated
- Through the Brownfields Redevelopment Grant Program, cities
of all sizes can initiate and support brownfield cleanup
and redevelopment projects that the private sector would
not undertake on its own. Brownfields Redevelopment Grants
may be used to perform environmental site assessments to
determine whether a brownfields property is contaminated,
and if so, to what extent.

Water Supply Restricted Status and Critical Review Lists
- A construction permit to expand the distribution system cannot
be granted when a water supply has a maximum contaminant
level or treatment technique violation, an inadequate source
of raw water supply, inadequate treatment plant capacity,
finished water storage or distribution system pressure. The
Restricted Status List is published quarterly to notify those
persons considering expansion of a water supply distribution
system of that status before large sums of money have been
spent on items such as land acquisition, financing and engineering
fees. The companion Critical Review List is also published
quarterly and lists water supplies which are approaching
a point where the supply could be placed on Restricted Status.

Water Restricted Status and Critical Review Lists
- Restricted status means the facilities have loadings at or
above the design capacity of the system and the Agency may
not issue permits for additional loadings. Critical review
means that facilities have loadings exceeding 80 percent
of the design capacity of the system and the Agency will
very carefully review applications for additional loading.

Report
- The Leaking Underground Storage Tanks (LUST) Annual Report
for 2001 is now online. The Year 2001 presented Illinois
EPA with one of its greatest achievements in the LUST Program:
more LUST incidents were closed than reported. With reimbursement
for corrective action activities continuing to increase,
we expect the trend to continue, allowing the Illinois EPA
to reduce the 10,000-plus backlog of LUST sites. Indeed,
during the year 2001, $56.8 million were reimbursed to tank
owners.

Assembly in Response to House Resolution 405 - Availability
of Nitrogen Oxide Emission Allowances In Illinois
- House Resolution 405 expressed concern over the availability
of nitrogen oxide (“NOx”) emission allowances
to new electric generation units under the federally required
NOx SIP Call regulations adopted by the Illinois Pollution
Control Board. The Resolution directed the Illinois EPA to
prepare an annual report to the General Assembly for seven
years, beginning on October 31, 2001, regarding the availability
of NOx allowances within the State and within the larger
trading region established by U.S. EPA as part of the NOx
SIP Call. This is the first of these annual reports.

Retrofit Technology (BART) Determinations Under the Regional
Haze Regulations - Illinois EPA Response
- The objective of the U.S. EPA's BART Guidelines is to facilitate
visibility improvements in Class I areas, but public health

- On March 21, the Illinois EPA, the Chemical Industry Council
of Illinois, the Consulting Engineering Council of Illinois
and the Illinois Environmental Regulatory Group are jointly
sponsoring and presenting a one-time only conference on IEPA's
RCRA program. This conference will focus mainly on RCRA remediation
projects (RCRA closures, RCRA corrective action at permitted
facilities, and RCRA Remedial Action Permits) but will also
address some aspects of the RCRA permitting program.

Water Supply Restricted Status and Critical Review Lists
- A construction permit to expand the distribution system cannot
be granted when a water supply has a maximum contaminant
level or treatment technique violation, an inadequate source
of raw water supply, inadequate treatment plant capacity,
finished water storage or distribution system pressure. The
Restricted Status List is published quarterly to notify those
persons considering expansion of a water supply distribution
system of that status before large sums of money have been
spent on items such as land acquisition, financing and engineering
fees. The companion Critical Review List is also published
quarterly and lists water supplies which are approaching
a point where the supply could be placed on Restricted Status.

- Restricted status means the facilities have loadings at or
above the design capacity of the system and the Agency may
not issue permits for additional loadings. Critical review
means that facilities have loadings exceeding 80 percent
of the design capacity of the system and the Agency will

in Illinois Groundwater
- Recently, considerable national attention has been focused
on possible adverse health effects from drinking water containing
high levels of naturally occurring arsenic for an extended
period of time. Three state agencies have compiled a “white
paper” identifying areas where naturally occurring
arsenic have been identified in Illinois, and suggesting
steps Illinois citizens can take to protect themselves and
their families.
